publicpolicies are the functions of the political systems for the national sovereignty. governments govern national wills under public policies. if the legislative version of these public policies be provided upon the scientific and political considerations it still remains useless unless it could pass the implementation stage successfully. the implementation of the public policies is the main ...

IBM made a business decision to promote an open, secure, interoperable and integrateable environment by embracing the IETF’s Public Key Infrastructure (X.509) standards, developing a reference implementation of the core set, and giving it away as freeware. We discuss the architecture of this reference code, emphasizing lessons learned from implementing the standards in an integrated PKI system.

This paper aims at providing architecture to create Electronic Program and Service Guide applications that can be adapted in real time. The architecture can be applied to generate computational code in different target languages, with a clear separation between style, structure and navigational aspects of Electronic Program and Service Guides. Following the proposed architecture and serving as ...

Distributed loop computer networks are extensions of the ring networks and are widely used in the design and implementation of local area networks and parallel processing architectures. We give a survey of recent results on this class of interconnection networks. We pay special attention to the actual computation of the minimum diameter and the construction of loop networks which can achieve th...

This article reviews the social potential of digital storytelling, and in particular digital storytelling’s potential to contribute to the strengthening of democracy. Through answering this question, it seeks to test out the relative strengths and weaknesses of two competing concepts for grasping the wider consequences of media for the social world: the concept of mediatization and the concept ...

This work presents an experimental evaluation of the effect of different speech styles on the task of speaker identification. Although the informal notion of a speaking style does not readily translate into operational procedures for eliciting speech in one style or another, we make use of willfully altered voice extracted from the CHAINS corpus and methodically assess the effect of its use in ...

Key feature of a context-aware application is the ability to adapt based on the change of context. Two approaches that are widely used in this regard are the context-action pair mapping where developers match an action to execute for a particular context change and the adaptive learning where a context-aware application refines its action over time based on the preceding action’s outcome. Both ...

While many statistical consensus methods now exist, relatively little comparative benchmarking and integration of techniques has made it increasingly difficult to determine the current state-of-the-art, to evaluate the relative benefit of new methods, to understand where specific problems merit greater attention, and to measure field progress over time. To make such comparative evaluation easie...

The scan of a genomic database aims to detect similarities between dna or protein sequences. This is a time-consuming operation, especially when weak similarities are searched. Speeding up the scan can be managed using various strategies of paralleliza-tion. This paper presents two approaches carried on at irisa: systolic and distributed parallelization.
