宅地崩壊（宅地盛土の地すべり等）の多くは，盛土中に地下水が停留するために発生する。そうした排水不良の主な原因は，地下水の実態が宅地開発の技術基準等に正しく反映されていないためである。その点で，地下水学による提言は宅地の防災減災に有効である。例えば，集水面積内の降雨処理だけを考える開発時の地下水排水計画は，流入量の過小評価に繋がる。さらに，ソイルパイプ，地下浸食，宙水が示している様に，盛土内部の地下水分布は本来的に不均質であり，それらは大きな過剰間隙水圧の発生と宅地崩壊の素因となりうる。そして，こうした事態を防ぐために，工学と理学，人文社会学という異なる学問を横断する未災学が必要とされている。
