近年、子ども参加による校則の見直しが教育行政主導により各地で進んでいる。この動向が、学校教育行政の子どもの権利保障に対する、より広範かつ積極的な姿勢、施策への変化につながることが期待される。子どもの教育の権利は、学習を通して将来における権利行使の準備をするだけでなく、子ども期において自己の権利を行使し、他者の権利を尊重する主体であることのできる権利であり、学校において十全に保障されなくてはならない。教育行政は、民間・市民団体等と連携・協働して、子どもの権利が尊重される学校への転換を進める必要がある。
