How traffic congestion is evaluated can significantly affect transport planning decisions. This report describes various factors that affect congestion cost estimates and the evaluation of potential congestion reduction strategies, including analysis scope, baseline speeds, travel time valuation, accident and emission impact analysis, induced travel analysis, and consideration of co-benefits. I...

Congestion cost allocation is an important issue in congestion management. This paper presents a genetic algorithm (GA) to determine the optimal generation levels in a deregulated market. The main issue is congestion in lines, which limits transfer capability of a system with available generation capacity. Nodal pricing method is used to determine locational marginal price (LMP) of each generat...

Network congestion control is a complex problem that requires robust, possibly intelligent, control methodologies to obtain satisfactory performance. Designing effective congestion control strategies for computer networks is known to be hard because of the difficulty of obtaining realistic, cost effective, tractable analytical models. This renders the application of classical control system des...

Transmission network congestion is an important issue in deregulated power systems, whenever the physical or operational constraints in a transmission network become active, the system is said to be in a state of congestion. Congestion management (CM) is a mechanism to prioritize the transactions and commit to such a schedule that will not overload the network. This paper presents relieving tra...

In recent years, car-sharing systems have been announced as a way to increase mobility and to decrease the number of single-occupant vehicles, congestion, and air pollution in many parts of the world. This study presents a linear programming model to optimize one-way car-sharing systems for electric cars considering the depreciation costs of chargers and vehicles as well as relocation cost of v...

Wireless networks perform handover to enable MS (Mobile Stations) to move from one BS (Base Station) to other BS during a session and without hiccups. Handovers are performed for many reasons such as, MS movement, varying radio conditions and capacity offloading to achieve negotiated service quality. Network congestion is generally observed at popular business places (like downtowns) and during...

Airport congestion pricing has often been advocated as a means of controlling demand for airport operations and for achieving efficient resource allocation. Competition between airlines affects the extent to which an airline would be willing to pay for airport slots. Accurate modeling of competition is critical in order to determine the effectiveness of a congestion pricing mechanism. We develo...

We describe a new coordination mechanism for non-atomic congestion games that leads to a (selfish) social cost which is arbitrarily close to the non-selfish optimal. This mechanism does not incur any additional extra cost, like tolls, which are usually differentiated from the social cost as expressed in terms of delays only.

H ighway congestion is a daily phenomenon in all large metropolitan areas and a source of frustration and anxiety for millions of commuters and truckers. Incidents—vehicle accidents and breakdowns that tie up highway traffic-are a major cause of urban highway congestion. Once a concern limited to downtown areas of major cities, congestion is now a metropolitan-wide problem in medium, as well as...

Designers of large parallel computers and clusters are becoming increasingly concerned with the cost and power consumption of the interconnection network. A simple way to reduce them consists of reducing the number of network components and increasing their utilization. However, doing so without a suitable congestion management mechanism may lead to dramatic throughput degradation when the netw...
