امروزه مهم ترین نیاز جوامع برای تحقق اهداف و بازنماندن از قافله جهانی، توسعه علم و فناوری است؛ شناسایی و تعیین اولویت‌های پژوهش و فناوری نیز به نوبه خود، از مهم ترین پیش‌نیازهای توسعه علم و فناوری به شمار می‌آید. در این مقاله برآنیم تا ضمن برشمردن مهم‌ترین عوامل دخیل در تعیین اولویت‌های پژوهش و فناوری، اصول و نمایی کلی از روش(های) تعیین این اولویت‌ها را مناسب حال ایران امروز ارائه نماییم.
