An Analysis of the Participation of NGOs and the Cities of Mashhad in the Field of Social and Cultural Practices

The Iranian society should appreciate health and well-being within a six-year period of fourteen of four, according to the 20-year vision document. It is strongly related to the tasks of NGOs with regard to its extent. This research therefore aims to identify fundamental factors in the active involvement of NGOs and Mashhad Municipality (in the field of socio-cultural programs). There is a qualitative approach to this research. The statistical population of this research involves the NGOs that have cooperated at least once with the Municipality. The technique of sampling is purposeful. The data were collected and generated through the design of triangulation.   159 concepts, 40 sub-categories and 18 items were subsequently obtained. The results of this study indicate that both sides are fully satisfied only if the type of interaction between the municipality and the NGOs is the maximum mutual participation. Unfortunately, what exists between these organisations is misleading slogan-based and result-oriented participation because the principles of involvement are not observed.
