Background and Aim: The present study seeks to investigate the relationship between development and service quality with respect to the mediating role of learner organizational structure in Kohgiluyeh and Boyer-Ahmad University of Medical Sciences. Method: This is a descriptive-survey study that was conducted by field method. Its statistical population consists of 256 university staff. Using Cochran's formula, 153 people were selected using random sampling method. Research data collection tools include three standard development questionnaires; Service quality and organizational structure were learners. Cronbach's alpha method was used to study the reliability of the research and face validity and content validity were used for validity. Descriptive statistical methods, factor analysis technique and structural equations were used to analyze the data. Findings: The findings show that the most direct effect of development on service quality is with factor loading (0.73) and then with factor loading (0.69) on the learning structure; Also, development with factor load (0.35) through the learning structure affects the quality of services. Conclusion: In order to achieve the quality of services among employees, the university should institutionalize development factors in the areas of internal organization and external interactions; Also pay attention to improving the learner's organizational structure.
