Explaining the Challenges and Obstacles of the Application of Land Use Planning in the Development of Scientific-Applied Higher Education: a Qualitative Study

Scientific-applied training as higher skill training needs to be developed and expanded in a purposeful and structured way. Undoubtedly, in the meantime, land development planning can have a special role and position in order to pay attention to the balanced local and regional development, and in this way prevent the waste of budget and human resources. The main purpose of this article is the application of challenges and obstacles of land use planning in the development of scientific-applied higher education. The research method is mixed (qualitative-quantitative). In order to conduct this research, in addition to document study, semi-structured interview technique along with thematic analysis with MAXQDA software was used to identify challenges and obstacles to the application of land use planning in the development of scientific-applied education. The statistical population in this research was all faculty members, administrators and experts of the scientific-applied education system until theoretical saturation of 23 interviews. Semi-structured interviews were conducted with experts in 1400 in the form of basic, organizing, and inclusive themes, and to determine the current state of dimensions, a sample T-Tech test was used, and structural equation method was used to design the desired framework. According to semi-structured interviews, 5 dimensions and 21 components were extracted. Finally, the land development planning questionnaire with 35 indicators was designed by a researcher and was implemented on 326 managers and experts of the University of Applied Sciences in order to examine the challenges and obstacles and also provide a framework.
