Designing the Pattern of Human Resources Development of Electronic Government with an Administrative Health Approach (In the Administrative Organizations of Mazandaran Province)

Abstract:

Purpose: Considering the importance of human resources in electronic government and emphasis on administrative health, the aim of this study was to designing the pattern of human resources development of electronic government with an administrative health approach. Methodology: The present study in terms of purpose was applied and in terms of implementation method was mixed (qualitative and quantitative). In the qualitative part, the research population was specialists and managers of government organizations in the field of policy making in Mazandaran province, which according to the theoretical saturation principle number of 17 people of them were selected by purposeful sampling method. In the quantitative part, the research population was the administrative employees and managers of government organizations in Mazandaran province, which according to Cochran's formula number of 303 people of them were selected by multi-stage cluster random sampling method. The research tool in the qualitative part was a semi-structured interview and in the quantitative part was a researcher-made questionnaire (84 items), which whose psychometric indicators were checked and confirmed. The data of the qualitative part were analyzed by coding method in Maxqda software and the data of the quantitative part were analyzed by exploratory factor analysis and structural equation modeling methods in SPSS and Lisrel software. Findings: The findings of the qualitative part showed that for the human resources development of electronic government were identified 5 components of professional development, cultural-social development, organizational development, individual development and educational development and for administrative health were identified 7 components of institutional unity, manager's influence, considerateness, constructiveness, resource support, spirit and scientific emphasis. Also, the findings of the quantitative part showed that the factor load and the average variance extracted of components were higher than 0.50 and their reliability with Cronbach's alpha method was higher than 0.70. In addition, the pattern of human resources development of electronic government with an administrative health approach had a good fit and administrative health on the human resources development of electronic government, administrative health on the seven their components and human resources development of electronic government on the five their components had a positive and significant effect (P<0.05). Conclusion: According to the results of the present study, for the human resources development of electronic government it is possible to provide the basis for the realization of administrative health through the identified components for it, including institutional unity, manager's influence, considerateness, constructiveness, resource support, spirit and scientific emphasis.
