The preceding OTA report is not intended to be a comprehensive treatment of all the issues related to food production and agricultural development in sub-Saharan Africa. Other authors have addressed different sets of issues from their own perspectives. Two important analyses of the problems faced by Africa follow. Uma Lele’s article reflects her perspective as chief of development strategy for the World Bank and as an African. The article by Carl K. Eicher represents the thinking of an American academic with extensive experience in Africa. Both articles were published in their present form in Agricultural Development in the Third World 1 in 1984. Lele’s article first appeared in Science in 1981. Eicher’s paper was originally published in Foreign Affairs, also in 1981. Both articles appear with the permission of the authors and publishers.
