Efficient, robust license plate detection – Niblack revisited

The first processing step in any automatic number plate recognition (ANPR) system is the detection of the plates. The presented approach to plate detection makes use of a robust binarization scheme. The contributions of this paper are twofold: We present our approach to license plate detection, which is based on Niblack’s binarization scheme. To improve the binarization we propose a theoretically more founded selection of the tuning parameter the scheme relies on. In particular, we propose to replace the standard deviation with the mean absolute differences. This improves the performance, the runtime and the memory consumption and it no longer requires a tuning parameter.
