چکیده
Fifteen years ago, Louisiana adopted a law mandating that “[a] person who is arrested for a felony sex offense or other specified offense . . . shall have a DNA sample drawn or taken at the same time he is fingerprinted pursuant to the booking procedure.” Today, at least twenty-eight states and the federal government have laws providing for DNA sampling before conviction (“DNA-BC”). Most other countries with DNA databases also collect samples on arrest. These laws enjoyed a placid childhood, with surprisingly few constitutional challenges. Those idyllic days are over. After two federal courts of appeals cases upheld DNA-BC laws, two state supreme court opinions gutted similar ones. In response, the Chief Justice of the U.S. Supreme Court promptly stayed the judgment of Maryland’s highest court,

Future directions of forensic DNA databases
Forensic DNA databases are indispensable tools of the law enforcement system. The purpose of establishing forensic DNA databases was to develop investigative leads for solving crime and usually was the purview of “criminal justice agencies for law enforcement identification purposes” (1). The forensic DNA databases of most countries generally contain two types of profiles: 1) reference profiles...
متن کاملFamilial Identification: Population Structure and Relationship Distinguishability
With the expansion of offender/arrestee DNA profile databases, genetic forensic identification has become commonplace in the United States criminal justice system. Implementation of familial searching has been proposed to extend forensic identification to family members of individuals with profiles in offender/arrestee DNA databases. In familial searching, a partial genetic profile match betwee...
متن کاملBioSec Multimodal Biometric Database in Text-Dependent Speaker Recognition
In this paper we briefly describe the BioSec multimodal biometric database and analyze its use in automatic text-dependent speaker recognition research. The paper is structured into four parts: a short introduction to the problem of text-dependent speaker recognition; a brief review of other existing databases, including monomodal text-dependent speaker recognition databases and multimodal biom...
متن کاملSelf-reported alcohol use and abuse by arrestees in the 1998 Arrestee Drug Abuse Monitoring Program.
Data collected in the Arrestee Drug Abuse Monitoring (ADAM) program on alcohol and other drug use among arrestees provide a valuable opportunity to examine the relationship between alcohol use and violence. The data are used to explore the combined use of alcohol and other drugs among offenders and the relationships between substance use and the offenders' demographic characteristics and offens...
متن کاملTwo Unconstrained Biometric Databases
In the last few years the research community has witnessed significant progress in biometric technology, due to the availability of a wide variety of databases. However, the available databases that are currently available present significant setbacks in terms of restricted access to data, low-resolution and restrictions imposed on individuals during the acquisition phase. In this paper, two ne...
