چکیده
Abstract We explore the new roles of rules origin (ROO) when multinational enterprises (MNEs) manipulate their transfer prices to avoid a high corporate tax. The ROO under free trade agreement (FTA) require exporters identify exports be eligible for preferential tariff rate. find that value-added criterion restricts abusive pricing by MNEs. Interestingly, an FTA with can induce MNEs shift profits from low- high-tax country. Because augment tax revenues inside countries, they transform welfare-reducing into welfare-improving one.

Tariff Adjustments in Preferential Trade Agreements
In this paper we examine how preferential trade liberalization affects the terms of trade, external tariffs and welfare of the integrating countries and the rest of the world. Our analysis is based on a three-country, three-good, general equilibrium model with symmetric customs union (CU) members. The model generalizes previous work by considering more general consumer preferences and productio...

Overlapping bilateral free trade agreements (FTAs) are proliferating in East Asia. Quite a few economists worry about the spaghetti bowl phenomenon expected from the proliferating East Asian regional trade agreements (RTAs).The complicated web of hub-and-spoke type of FTAs can result in high costs for verifying rules of origin (RoO). As an alternative policy option to avoid the negative effect ...
متن کاملReciprocity in Free Trade Agreements
We use detailed trade, tariff, and income data for countries involved in 91 trade agreements negotiated since 1980 to test for reciprocity in free trade agreements. The results offer strong evidence of reciprocity in North-North and South-South free trade agreements, but there is little empirical support for reciprocity in North-South trade agreements. In particular, after controlling for other...
متن کاملBeyond Trade Creation: Free Trade Agreements and Trade Disputes
This paper investigates the effects of the formation of free trade agreements (FTAs) on trade disputes. We construct a unique and comprehensive dataset on inter-country trade disputes from 1995 to 2007. The dataset covers 110 countries and 1130 trade disputes. We find that the incidences of trade disputes between two countries are positively associated with economic size, economic growth, and t...

Small nations fear that FTAs with larger, richer nations will erode their industrial bases. These concerns are recognized in FTA and multilateral talks: small nations may explicitly or implicitly maintain higher trade barriers. Using a model where symmetric liberalization de-industrializes small, poor nations, we characterize the path of protection-asymmetries that allow liberalization without ...
