The writing of this paper aims to examine the policy criminal justice system for children in conflict with law and reformulation Pancasila justice. main problem is that why it considered important reform based on justice? This study uses secondary data by analyzing laws juvenile Indonesia comparing them regulations regarding Greece Yoslavia. results found age requirement responsibility too low, namely 12 (twelve) years terms diversion, threat acts can be carried out diversion not repetition line aim prosper achieve best interests such as recommended Convention Right Child Beijing Rules.
