Exploring complementarity among interdependent pastoral institutions in Mongolia

Abstract This article combines Aoki’s institutional complementarity concept with actor-centered analysis of action situations to study herder behavior and change in a complex pastoral social–ecological system. Transformation the Mongolian Steppe Ecosystem face climate social has led decline mobility, which turn is making ecosystem less sustainable. Responding this concern, policymakers have designed pasture use conservation policies. We evaluate whether enacted policies are complementary herders’ strategic choices. First, we reconstruct choices herders make commons domain, where interact common pastures. Second, track process political economy users support or resist government Finally, resulting institutions interdependent both domains. In combination game-theoretic model building, employed tracing method during field research Mongolia. not identified any evident, stable between high mobility for policy leasing certification land winter spring camps.
