Copyright Reform in South Africa: Two Joint Academic Opinions on the Copyright Amendment Bill [B13B 2017]

South Africa is in the process of reforming its copyright law, attempting to update and align it with constitutional rights existing prospective international treaty obligations. With adoption Copyright Amendment Bill [B13B-2017] by both Houses Parliament March 2019, apartheid-era Act 1978 had almost successfully been amended, when President Republic withheld his assent referring back citing reservations about constitutionality. Following calls for public comment parliamentary Portfolio Committee on Trade Industry President's reservations, a coalition law experts, convinced constitutionality Bill, submitted two legal opinions Committee. The presented this contribution underline importance reform, as envisaged bringing African into digital age realising several including education, cultural participation, language, freedom expression, access knowledge everyone, without discrimination.
